Dr. Marc Dagher is a Toronto-based family physician with a focused practice in addiction medicine and a strong commitment to health equity and innovation in care delivery. He currently works with the substance use services at Inner City Health Associates and Women’s College Hospital, providing frontline care to individuals experiencing homelessness and other vulnerable populations.

Marc brings significant leadership experience, having served as Medical Director for COVID-19 Programs at Women’s College Hospital, where he oversaw the expansion of testing and vaccination programs across the community. In this role, he managed a roster of over 400 physicians, led complex operational planning, and worked closely with local, regional, and governmental partners to ensure high-quality, accessible services. He also served as Interim Medical Director of Women’s Virtual Clinics, where he championed interdisciplinary care models and innovative virtual health strategies to support patients in long-term care and aging in place.

Through various academic and quality improvement initiatives, Marc has collaborated on research focused on equitable healthcare delivery, addiction medicine, and pandemic response. His work reflects a strong interest in bridging clinical practice with evidence-informed approaches that improve outcomes for marginalized populations.

By fostering compassionate and evidence-based care models, Marc’s leadership is grounded in both strategic oversight and direct clinical service. His work aligns closely with ICHA’s vision of a healthy end to homelessness, and he remains committed to advancing system-level change while ensuring person-centered care.
